The April 13, 1978 issue of the Bay Area Reporter included a news article headlined "Gay Rights: SF Yes; SJ No." It reported on then-San Francisco mayor George Moscone signing a gay rights ordinance that prohibited discrimination against gay people in almost all city instances of housing, employment, and public accommodations.
In the South Bay, however, the story was different. There, the City Council rescinded a gay human rights ordinance in a sudden vote.
