A federal lawsuit has been filed against two Loveland, Colorado, police officers and a sergeant after a 73-year-old woman with dementia had her shoulder dislocated during an arrest after she forgot to pay $14 for groceries. “The arresting officer in the case has been placed on administrative leave pending the investigation’s outcome,” Loveland Police Department said in a statement. “An officer who assisted in the arrest and the on-scene supervisor have been reassigned to administrative duties.” The federal lawsuit was filed by Karen Garner against the police department and city of Loveland, Colo., The Associated Press reported.
